clockjs is a small timing utility, meant to be installed globally. Use it from the command line.

npm install -g clockjs

clockjs 19:05 [-p]

If you pass -s after the time, a voice will announce that the timer has finished using the say command.

After the timer has finished, a little notification will pop up.
