How to deploy to a new chain

1. Add the network config to data/networks.js
2. Modify the value of network in data/config.js
3. Set the deployer address and private key in data/config.js
4. For new network, deploy WETH and govToken by running npm run deployTokens
5. Optionally check the token deployment transactions on blockchain explorer
6. Set the weth and govToken address in data/config.js
7. Run npm run deploy to deploy the contracts
8. Monitor the deployment on blockchain explorer
9. Copy the result addresses to data/address-lite.json
10. Run a simple test by npm run testDeploy-lite
