ESLint config for all our projects

Extracted out of the ESLint config for the new Visualize Consumption. If you need to use this config for a server side project, you'll either have to override the config locally, or send a PR for all our server side projects.

How to install

This config is built on top of other popular configurations which we've tweaked (and will continue to) to our liking. You'll need to install it with a few peer dependencies.

npm install eslint eslint-config-socialcops --save-dev
