Alert Banner
An alert banner that links somewhere, such as to a new release or announcement. Sets a cookie when closed to hide itself on future page visits.

url(str): where to link to when clicked -
tag(str): text contained inside the tag -
theme(str): banner's thematic style -
text(str): text in the main area -
link-text(str): secondary text styled as a link
