component release library for foundry.

This command updates the semver in a component.json via foundry, a modular release management library.

• On update-files, we update the version in component.json

In lieu of a formal styleguide, take care to maintain the existing coding style. Add unit tests for any new or changed functionality. Lint via grunt and test via npm test.
