Get text excerpt that points to a given line and column number

excerptAtLineCol(text, line_n, col_n, n_surrounding_lines)

• text - is the text you want to extract an excerpt from
• line_n - the line number, starting at 0
• col_n - the column number, starting at 0
• n_surrounding_lines - the number of surrounding lines you want it to show. Defaulting to 0, i.e. matching line only.

Returns the excerpt string
